PROBLEM TO BE SOLVED: To reduce weight and to facilitate assembly by simplifying the constitution of an operating device for a motor car. SOLUTION: An operating part mounting base 4 is fitted to the upper part of a steering wheel shaft 1, and a steering wheel base 5 of plate shape longitudinally wide at the center and laterally extended in loop shape is provided on the operating part mounting base 4. These bases are covered with upper and lower covers 6, 7 made of resin.
