PROBLEM TO BE SOLVED: To realize efficient encoding, which takes the balance of whole inputted images into consideration at the time of performing single pass encoding on the image signals. SOLUTION: An encoding difficulty calculator 33 finds the level of encoding difficulty d of inputted animation signals S1 and sends difficulty d to an assigned bit calculator/controller 34. The calculator/controller 34 finds the reference value of assigned code rates from the difficulty d, and at converting of the reference value into an actual assigned code rate b-x, prestores part of the sum total of assigned bit rates per unit time in a fixed period of time as a virtual buffer. The reference value of actual assigned bit rates per unit time is obtained, by dividing the sum total of the assigned bit rates, except for the virtual buffer by a prefixed period of time. Only when the virtual buffer becomes positive, will the supply of assigned bit rates larger than the reference value be allowed. |
