PROBLEM TO BE SOLVED: To obtain a highly reliable digital controller that does not need ROM exchange when general purpose POL is added due to the change of control programs SOLUTION: This controller is provided with a bus master 2 for performing input-output to/from a process, a CPU 1 for carrying out a basic program and a control logic, a ROM 3 for storing the basic program and fixed data, an F-ROM 4 for storing the control logic, a RAM 5 for storing variable data, an engineering device 10 for preparing/changing the control logic and a communication interface 8 for communicating with the engineering device. The general purpose POL 12 sent from the engineering device 10 is stored in the RAM 5 and is carried out by the CPU 1.
