PROBLEM TO BE SOLVED: To provide an address management system for a multi-layer switch where one device can provide services. SOLUTION: In the system where LANs are interconnected via an ATM network 12, the ATM network 12 is provide with a table 40 that cross-references each service with a VCI connected to a customer, a core protocol is used for a core network 13 in the ATM network 12, the format of the Global IP service, the IP CUG(Closed User Group) service and the MAC bridging service is capsulated and forwarded, and when a packet goes outside the core network 13, the capsulated packet is decapsulated.
