SOLUTION: An orthogonal conversion coefficient is converted into the prescribed number of bits by each spatial frequency, and quantized data are rearranged so as to be integrated into a band by each spatial frequency so that bit serial data in which the quantized data integrated into the same spatial frequency band are continued between adjacent blocks can be generated, and the bit serial data are compressed.
