PURPOSE: A device for electronic payment is provided to decide an approval simply by installing the minimum hardware necessary for an electronic payment using an electronic pen and an electronic seal. CONSTITUTION: An LCD monitor(10) displays a deciding document. A plurality of function keys(20) includes a power key, a deciding document down key, a deciding document output key, a return key, a reservation key, and a transmission key. A microprocessor connects and controls to the above devices and performs a function of an electronic signing plate using a program being stored in a ROM. If an electronic signing plate connects to a wire/wireless network through a network connection unit, an electronic deciding server senses the connection and prepares for receiving a password of a deciding officer. If the deciding officer inserts an electronic seal(50) in a reader(60), the reader(60) reads a password of the electronic seal(50) and transmits the password to the server. The server checks the deciding officer and transmits a waited deciding document. The electronic signing plate receives the deciding document and stores the document in a memory, and outputs the deciding document on an LCD monitor(10) in accordance with a command of the deciding officer by the function keys(20). The deciding officer may sign or take a memo on a pad(40) using an electronic pen(30) after checking the deciding document.
