PROBLEM TO BE SOLVED: To manufacture a compact of powdery material which has a high density, a high uniformity, and no crack. SOLUTION: In the method of forming a compact of powdery material by compacting powdery material between an upper punch 1 and a lower punch 4 in a hole for compacting after powdery raw material G is packed in the hole 3 for compacting of a die 2 through which a core rod 5 is inserted, a process where the packed powdery raw material is compacted while at least either the core rod or the die is rotated around its own axis in the compacting process of the powdery ray material, and a process where the compact is drawn out of the hole for compacting while at least either the core rod or the die is rotated around its own axis in the drawing-out process of the compact from the hole for compacting are provided.
