The specific base point server at the designation of distribution receives the module from the maintenance server 15 in a receiving area 52, and copies the module at the time of restarting the base point server, and stores it in a production area 56. Also, the maintenance server 15 stores the information of the receiving area 52 and the production area 56 of the specific base point server, and reports the executed result of the module distribution based on the information to the headquarters server 12.
