Novelty is that heat insulating member is arranged inside reinforced concrete beam so that at least 75% of its inner surface abuts against the latter and that it has rough surface formed by ridges and depressions on side surface filled with beam concrete; density of heat insulating material is not greater than 0.2 t/m3.
