A method for manufacturing a cell electrode plate comprising: the step of mixing a polyolefin resin (1) with a solvent (3); the step of preparing a gel solution (5) having a totally high viscosity by heating the mixture of the polyolefin resin and the solvent at a temperature to melt the polyolefin resin partially or totally; the step of forming an insulating layer (8) by applying the gel solution to the surface of an anode or cathode (7); and the step of heating the anode or cathode having the insulating layer formed thereon.
