PURPOSE: To obtain a polymer-fluorescent substance having strong fluorescence and a polymer LED driving in a low voltage and a high efficiency obtained by using the substance. CONSTITUTION: The polymer-fluorescent substance has fluorescence in a solid state and contains one or more repeat units represented by formulas (1) and (2) in the main chain, and the polymer-luminescent element contains the fluorescent substance in a luminescent layer. £Ar1 and Ar3 are each an arylene group; Ar2 is an aryl group; (x) is oxygen, sulfur or a group represented by formula (2); R1 to R7 are each hydrogen, an alkyl group, an aryl group or cyano group (R3 is neither hydrogen nor cyano group); (l) and (m) are each an integer of 1 to 4; and (n) and (k) are each 0 or 1|. For example, a compound of formula (1) is 2-(3,7-dimethyloctyloxy)-5-phenyl-1, 4-phenylenevinylene and that of formula (2) is 4'-(3,7-dimethyloctyloxy)-phenyl-1,4-phenylenevinylene.
