PROBLEM TO BE SOLVED: To plan the automation of a blocking treatment in supply line system such as water distribution line or the like and efficiency of blocking work. SOLUTION: For the blocking treatment of the water distribution line shown by a plurality of line parts using water distribution line nodes as starting points/ last stops, polygons 12, etc., are automatically extracted on the basis of a node record specifying the line part as the starting point in every water distribution node or water distribution line data such as vector record or the like specifying the starting point/last stop in every line part, and the total length L of the line parts and an area S are calculated in every polygon. Then, long and narrow polygons 13, etc., including S/L less than reference value are automatically extracted. An operator selects the long and narrow polygons 13 belonging in (1), (2) and (3) suitable for the formation of a block among the long and narrow polygons 13, and a block 1A corresponding with them is set. The long and narrow polygon generally corresponds to a part such as arterial road, river, railroad or the like.
