PROBLEM TO BE SOLVED: To reduce concentrated loads on the muscles and skeleton of a human body produced by the abutting part of a restraint member preventing an occupant seated on a seat cushion from slipping forward when a vehicle is abruptly decelerated, and to increase the initial restraining force of the restraint member by reducing the time of movement of the member. SOLUTION: A pair of link members 53 and an arm 54 are rotatably supported against both the right and left ends of the seat cushion 51 at a support part 52, and a bar 55 serving as the restraint member is fixedly connected to the free ends of the arm 54 and the arm parts 53a of the link members 53, the bar 55 having a curved shape approximately conforming to the cross-sectional shape of the human thigh. A cylinder key 56 capable of protruding from a gas generator 57 serving as a drive means and the fan part 53b of each link member 53 are formed to be capable of meshing with each other, and a locking means is formed by the cylinder key 56, the fan part 53, and a guide 58 for keeping them in mesh with each other.
