An unburned color pencil lead having improved lead moldability and lead bending strength which comprises a colorant, a binder, a loading material, a wax and/or fat, and a hydrophilic surfactant which is a polyoxyethylene adduct of a fat. This unburned color pencil lead which has improved water resistance contains a water-repellent substance besides the colorant, binder, loading material, wax and/or fat, and hydrophilic surfactant. When the unburned color pencil lead contains platy alumina and/or a platy alumina hydrate as the loading material, it facilitates quality control.
