PROBLEM TO BE SOLVED: To electronic panning/tilting on the basis of an operation of a processing unit apart from a camera. SOLUTION: The photographing processing unit includes a photographing device 1 that photographs an object, converts an obtained photographing signal into a digital signal and outputs it externally and a processing unit 40 that conducts processing on the basis of the signal from the photographing device 1. The processing unit 40 has an operation section 42a and outputs a request signal to the photographing device 1 when the operation section 42a is operated. The photographing device 1 has an image processing circuit 1a that specifies a part of range of the photographed image and provides an output of the result to the processing unit 40 as a processing image signal, changes the photographing image range specified as above on the basis of the request signal when receiving the request signal, and outputs the photographed image within the range after the revision to the processing unit 40 as a new processing image signal.
