SOLUTION: When data is a header part, an increment signal generation part 2 stops the generation of an increment signal, generates the increment signal up to the end of a footer part after the end of the header part, a decrement signal generation part 3 generates decrement signals of the number of pieces corresponding to the footer part after the end of the footer part and an address generation part 4 specifies an address for temporarily storing data in a temporary data storage part on the basis of the increment signal and the decrement signals and temporarily stores only the real data excluding the header and the footer from a packet into the temporary data storage part.
