PROBLEM TO BE SOLVED: To stably surface-roughen a web without deforming and deteriorating a guide roller oven in surface roughening at high temperature. SOLUTION: The guide roller 48 is dipped in an electrolyte stored in an electrolytic cell 34 to guide the web W. A spiral strip 58 (nonwoven fabric) obtained by squeezing one edges of the strip 58 in the longitudinal direction and sewing up the edges is axially layered on a sleeve 50 constituting the roller 48 and compacted to 0.03-1.00 g/cc, and the outer peripheral surface is worked to 50-90 surface hardness. Consequently, the roller 48 is not deformed or deteriorated over a long peripod. Further, since the surface hardness is controlled to 50-90, the web W is prevented from being damaged. Meanwhile, since the nonwoven fabric is formed spiral, much labor is not required in mounting.
