PROBLEM TO BE SOLVED: To obtain a magnetic recording medium, which ensures low noise, low thermal fluctuations and low thermal demagnetization by making the grains of a magnetic film fine and suppressing the dispersion of the size and to provide a magnetic recorder, which attains ultrahigh density recording at exceeding 20 Gb/in2. SOLUTION: In the magnetic recording medium obtained by forming a first under film comprising a chromium-base nonmagnetic material, a second under film contains inorganic compounds, a cobalt-base magnetic film and a protective film in this order on a substrate, the second under film forms an underlayer containing a first oxide, comprising an oxide containing at least one element selected from nickel, cobalt and magnesium as the principal component or an antiferromagnetic Cr-base alloy and a second oxide comprising an oxide containing at least one element selected from silicon, aluminum, titanium, tantalum and zinc as the principal component.
