PROBLEM TO BE SOLVED: To provide an optical recording medium, in which a clamp region having high flatness can be formed in the recording face side of the disk substrate and which has a light-transmitting layer compatible with high NA. SOLUTION: The disk substrate is formed by injection molding, by using a stamper 10 in which at least the position in the part to be in contact with the disk substrate and corresponding to the clamp region of the clamp reference plane is formed as a flat face and in which the center hole is made smaller than the innermost circumference of the clamp region. At least the clamp region in the inner circumference side on the same face, where an information signal part is formed is formed as a flat face. The information signal part and a light-transmitting layer are formed successively on the recording face side of the disk substrate, to manufacture the optical disk.
