PROBLEM TO BE SOLVED: To provide a scan converter that prevents outrun from being generated. SOLUTION: A read timing generator 5 synchronously generates vertical synchronizing signal of image data read from a field memory/interpolation circuit 1 with a read clock outputted from a crystal oscillation circuit 13. A phase comparator circuit 17 compares the vertical synchronizing signal of the read image data with a vertical synchronizing signal, written in the field memory/interpolation circuit 1 and gives a voltage, corresponding to the phase difference to a crystal oscillation circuit 13 as a control voltage via a loop filter 19 and a digital/analog converter 20. The crystal oscillation circuit 13 outputs a clock signal with a frequency which corresponds to the control voltage.
