PROBLEM TO BE SOLVED: To provide a road surface condition assuming method and a system therefor capable of accurately assuming a road surface condition even if a vehicle runs on a road. SOLUTION: In this method, when the balance of heat that comes in and out of a road surface is calculated from weather information to assume the condition of the road surface, wind velocity caused by the vehicle running on the road surface is detected. This system detects the number and speeds of vehicles running on the road surface when the balance of heat that comes in and out of the road surface is calculated from the weather information to assume the condition of the road surface. A traffic amount sensor is provided as a concrete example of a means for detecting the number and speeds of vehicles.
