SOLUTION: When the customer accesses a open Web server 200 and applies for a fair, the information of the application is transferred to a server 100 for fair business. The server 100 registers the application information in an application DB 120 and manages the application information. The information of a business staff in charge of the existing customer is registered in the customer information DB 130 of a business staff support processing part 140 for each of the customer. A staff in charge specifying part 141 extracts the information on the customer who has applied for the hair from application information registered in the DB 120 and specifies the business staff for taking charge of the customer by referring to the DB 130. An application notifying and distributing part 143 transmits to the effect that the customer has applied for the fair to the business staff in charge specified in this way by e-mail.
