PROBLEM TO BE SOLVED: To allow a user to grasp traffic and communication quality by grasping the state of each VPN(Virtual Private Network) without the need for provision of a device and a program for monitoring by each VPN and by each LAN and each terminal configuring each VPN. SOLUTION: An information receiver 61 captures and receives information on each channel, a user management unit 62 classifies the information by each VPN on the basis of information cross-referencing received information stored in advance and each private network, a report generator 63 generates a report by each VPN including at least marks of traffic and communication quality or a evaluation comment on the basis of the classified information and an output device 64 distributes the report to each VPN.
