PROBLEM TO BE SOLVED: To shorten the time up to communication start by selecting a new route even in the case an error is caused by a route fault. SOLUTION: When the abnormality of the next repeating destination is detected at the time of receiving a connection establishment request, a repeater 14 refuses the connection establishment request and transmits a negative response to a repeating source by means of a negative connection response part 24 and a negative response repeating part 28. When the negative response is received from the repeating destination, a connection establishment request part 20 of an end system 10 of the communication source does not report a connection establishment failure to an application 16 but requests the establishment of connection after selecting another repeating destination again and establishes the connection through another route to the end system of the communication destination.
