PROBLEM TO BE SOLVED: To provide a private branch exchange and an outside trunk line capture control method in private branch exchange, with which the call cost can be reduced by effectively utilizing the economical merit of the line charge system of a special contract when a general contract and the special contract are mixed. SOLUTION: A message unit comparing part 17 grasps whether the line of each of outside trunks 18A, 19A, 21B and 22B is a general contract line or special contract line, detects a capture target trunk and supplies the detected result to a connection control part 13 based on the present message units of the respective outside line trunks 18A, 19A, 21B and 22B stored in the total message unit storage part 15 and a line charge for one message unit stored in a one message charge storage part 14.
