PROBLEM TO BE SOLVED: To provide an information providing system and method that can offer a cheap communication charge to users and relieve the load on the maintenance operation of the infrastructure of universities. SOLUTION: A 'private cordless system 5' is built in a 'university 1', and a 'y. unified message system server 7' and a 'z. character information sever 8' for information transmission as a contents system are installed therein. Furthermore, a carrier 4 is connected to the 'private cordless system 5' via a telephone line of the carrier 4 outside the premises, an 'operation enterprise 'second-class electronic communication enterprise)' is added to the 'university' and the 'carrier (first-class electronic communication enterprise)' to provide a cheap charge and 'information contents' to users and to relive the load on the maintenance operation of the infrastructure of universities.
