PROBLEM TO BE SOLVED: To provide a packaging sheet capable of preventing moisture attachment in the sheet and the deterioration of the quality of contents due to flaws and the external pressure which may occur during storage or transportation. SOLUTION: The packaging sheet is used for packaging an object to be packaged such as foodstuffs in such a manner that its air-permeable layer formed of a hydrophobic resin is brought into contact with the object. Air permeability of the air-permeable layer has at most 3 mm Ag of a pressure drop according to a measuring method based on the stipulation B9908 of the Japanese Industrial Standard (JIS). The air-permeable layer has 2 mm or more in thickness, and the relation between its thickness x (mm) and its hardness y (N) satisfies the equation of y>=40/x... (1).
