PURPOSE: A plasma display panel is provided to minimize a phenomenon of voltage drop and increase a margin of driving voltage by lowering an electric resistance of a sustain electrode. CONSTITUTION: A common metal electrode plate(46) is stacked on an upper glass substrate(22). A first sustain electrode(26) is formed on the common metal electrode plate(46). A first bus electrode(32) is contacted with the first sustain electrode(26). A first dielectric layer(38) is formed on the upper glass substrate(22), the common metal electrode plate(46), and the first bus electrode(32). A second sustain electrode(28) is formed on the first dielectric layer(38). A second bus electrode(34) is formed on the second sustain electrode(28). A second dielectric layer(40) is formed on the first dielectric layer(38) and the second bus electrode(34). A protective layer(42) is formed on the second dielectric layer(40). An address electrode(30) is formed on a lower glass substrate(24). A plurality of barrier ribs(36) are formed on the lower glass substrate(24). A fluorescent material(44) is coated between the barrier ribs(36).
