PROBLEM TO BE SOLVED: To propose an applicator which applies a coating agent thinly, uniformly, and accurately, is small in size and light in weight, and can be fitted simply to a small-size robot, etc., to be moved, and provide a new method using the applicator. SOLUTION: A moving frame 6 which is reciprocated transversely by a cylinder 3 is installed in a device housing with its bottom part opened to stretch a film 19 subjected to application hole processing, and a rotary shaft 10 which is inverted at an rotational angle of about 90 deg. by another cylinder at the advance and retreat ends is fitted horizontally to the moving frame. The applicator comprises elastic plates which cross each other at right angles to the rotary shaft. Alternatively, application plates 11, 12 which support a tip member by elastic bodies are fixed, and the coating agent on the bottom part film is applied on a substrate under the film while it is scraped by the application plate on the outside in the advance direction in accordance with the reciprocation of the moving frame.
