PROBLEM TO BE SOLVED: To obtain a photographing device that can increase a dynamic range and reduce flicker in a video while using a conventional CCD camera. SOLUTION: The photographing device is provided with a near infrared ray CCD camera 21, a DSP 26 that integrates the luminance of a video signal resulting from sampling a camera output by a sample-hold circuit 25 to obtain an integrated luminance numeric and outputs the numeric to a display data storage section, a switcher 28 that switches long time exposure data and short time exposure data being an output of an exposure data storage section 27 by odd number field and even number field signals and gives the result to the DSP as a shutter speed, and a liquid crystal display device 31 that displays a video image on a prescribed video image means. The exposure data storage section stores a plurality of sets of data consisting of combinations of optimum shutter speeds corresponding to the luminance of an object and an optimum combination is selected by the luminance integrated value by the DSP and the long time exposure data and the short time exposure data corresponding to the selected combination are outputted.
