PROBLEM TO BE SOLVED: To provide a compact and inexpensive water stop valve with a fixed flow rate function capable of reducing the number of constituent parts, management man- hour, and assembly man-hour by providing one valve with the fixed flow rate function and a water stop function. SOLUTION: The inside of a valve case body 1 is divided into a primary side pressure chamber 7 communicating with an inlet port 4 and a secondary side pressure chamber 8 communicating with an outlet port 5 by a diaphragm 6. The primary side pressure chamber 7 and the secondary side pressure chamber 8 mutually communicate by an orifice 11, a water stop valve function means for the orifice 11 is provided on primary side pressure chamber 7 side, and a fixed flow rate function means for the outlet port 5 is provided on a secondary side pressure chamber 8 side. The water stop valve function means consists of a valve seat 12 for which the orifice 11 is opened, a solenoid 17 opening, closing, and controlling the valve seat 12, and a valve element 17d provided in the solenoid 17 and in a tip part of a plunger 17a energized onto a valve seat 12 side at all times. The fixed flow rate function means consists of the diaphragm 6, a coillike spring 15 energizing the diaphragm 6 onto the primary side pressure chamber 7 side, the orifice 11, and a valve element 13 for fixed amount having a communicating hole 13a from the orifice 11 to the secondary side pressure chamber 8 and opening and closing the outlet port 5.
