PROBLEM TO BE SOLVED: To confirm the collected situation of a database freely anytime and also confirm uncollected distribution destination immediately by storing and managing the distributed situation and collected situation thereof, and to prevent effectively the database from being unauthorizedly distributed or used by taking appropriate countermeasures in accordance with the confirmation. SOLUTION: A card server 1 stores and manages that which database is distributed to which distribution destination as the distributed situation at the time of distributing the database through a card 3 to a portable terminal 2, and also stores and manages whether or not the already distributed database is collected from the distribution destination as the collected situation of the database, thereby detecting the uncollected distribution destination based on the collected situation.
