PROBLEM TO BE SOLVED: To provide an optoelectronic device capable of enhancing reliability of connection by a conductive adhesive and to provide an electronic instrument. SOLUTION: An optoelectronic device provided with a plastic substrate 6a having a terminal 9 formed thereon, a wiring substrate 11 having an outputting terminal 11c formed thereon, a ACF 20 interposed between the terminal 9 and the outputting terminal 11c and connecting the substrate 6a with the wiring substrate 11 while electrically connecting the terminal 9 with the outputting terminal 11c comprises a silane coupling agent layer 41 formed between the substrate 6a and the ACF 20.
