PROBLEM TO BE SOLVED: To efficiently designate area graphic information, and to simultaneously classify that information into hierarchical structure. SOLUTION: An input processing part 100 accepts input data, such as area graphic name, representative point coordinate of an area graphic and hierarchy name inputted from an application program 200. When the input data are prescribed, such as area graphic name, the data are transmitted to an area name processing part 131, and when it is a group name of respective area graphics, the data are transmitted to a group name processing part 133. A tree structure managing part 120 registers the hierarchy name and a hierarchical relation, accepted from a tree structure manager in a classification tree storage part 135. The area name processing part 131 confirms as to whether the area graphic exists in the received data, and when there is not overlap, the data are transmitted to a coordinate information register part 132. At the same time, the coordinate information register part 132 registers the data in the classification tree storage part 135. The data of the group name processing part 133 are transmitted to a coordinate information processing part 134 and registered in the classification tree storage part 135 later.
