PROBLEM TO BE SOLVED: To increase freedom in design of a state transition diagram in a system to create a control program from the state transition diagram generated and edited on a screen and, conversely, to restore the state transition diagram from the control program read out from a control equipment, making the whole control system easy to grasp visually. SOLUTION: The program creation device for the control equipment comprises an editing unit 11 which creates and edits the state transition diagram on the screen using a state symbol, transition symbol and data symbol, a memory 13 for symbol information for storing coordinate data including information on positions of each symbol on the display, a memory 14 for a state program for storing the state program describing action or transition conditions correspondent to each symbol, a conversion unit 19 and a memory 21 for program storage to create and store program codes which the control equipment can interpret and perform based on storage contents of the memory 14 for the state program, etc., and an auxiliary memory unit which stores coordinate data stored in the memory 13 for symbol information and the relational program codes stored in the memory 21 for program storage.
