A network management device and its method, especially a device for polling/response between an SNMP manager and an agent and its method by which the quality of network operation and management is maintained without degrading the processing capability of the network devices. The method comprises the steps, executed by an SNMP manager, determining an IP address route of the SNMP agents existing on the route from the SNMP manager to the lowermost management objective SNMP agent, creating a route diagram showing organized and sorted routes for each agent, downloading the route diagram to the objective agent, and polling the SNMP agents lower in level than the SNMP manager, and the steps, executed by the SNMP agent, polling the lower-level agents according to the route diagram when polled by the upper-level agent, and sending the response of the agent itself and the responses from the lower-level SNMP agents.
