PROBLEM TO BE SOLVED: To realize smooth rotation of a spool shaft and accurate braking of the rotation by applying contact pressure on one end face of the spool shaft. SOLUTION: Contact pressure against a contacting part 5 only on the first end part 32 is generated from the opposite side of the first end part 32 by repulsion power of magnets M1 and M2.
