PROBLEM TO BE SOLVED: To provide a voice recording and reproducing device with an insertion sound recording function which can quickly and easily insert new voice data in an arbitrary location of a file. SOLUTION: In the voice recording and reproducing device which can record several voice files in a recording medium 12, the voice data is inserted in the arbitrary location of the voice file by a system control part 11 and an operation button 15. Then, switching of a recording mode is attained by the operation button 15 during reproduction or a halt of the voice file. Furthermore, the system control part 11 judges whether the voice data capable of being inserted can be written in the recording medium 12.
