PROBLEM TO BE SOLVED: To solve the problem that position deviation is caused between a base picture and an overlay picture depending on timing of turning on a power source in a conventional overlay device, when a timing generator is reset at a half clock of a reference clock. SOLUTION: Position deviation between the base picture and the overlay picture is eliminated, even if the timing generator is reset at a half clock of the reference clock, by discriminating the phases of the vertical synchronous signals outputted from a re-size processor 18 for the base picture and the vertical synchronous signals outputted by the re-size processor 7-10 for the overlay picture by a discrimination circuit 19, and inputting the signals to a microcomputer control circuit 13 so that the microcomputer control circuit 13 controls jump values based thereon when the timing generations of the re-size processors 7-10 for the overlay picture are reset.
