PROBLEM TO BE SOLVED: To obtain an underwater antifouling paint composition excellent in safety to human bodies and aquatic animals and plants, having high persistence in antifouling effects and capable of preventing adhesion of aquatic lives to the surfaces of the waterlines of ships, undersea parts of offshore constructs, aqueducts, channels in contact with sea water in electric power plants, fishing nets, etc. SOLUTION: This underwater antifouling paint composition comprises a quaternary ammonium salt-containing organosiloxane containing at least one unit expressed by a structure of formula (1) (wherein R1 expresses H or a substituted or unsubstituted 1-10C monovalent organic group; R2 expresses a monovalent organic group containing at least one quaternary ammonium salt; R3 expresses a group expressed by R1 or R2; p expresses a positive number in the range of 5<=p<=500) and a binder resin.
