PROBLEM TO BE SOLVED: To provide a device for rolling seamless tubes and a method for controlling rolling for making tubes whose thickness deviation is small on the outlet side of a reducing mill or the like for adjusting the outside diameter of the tube without using an internal tool. SOLUTION: This rolling device is provided with the rolling mill 11 which is provided with plural grooved roll stands and by which the outside diameter of the tube 12 is adjusted without using the internal tool and a hot wall- thickness measuring device 14 which is arranged on the downstream side of the rolling mill 11 and with which the wall-thickness in the screw-down direction of the rolling mill 11 or wall-thicknesses in five or more places in the peripheral direction. With a rolling controller consisting of an arithmetic unit 15 and roll screw-down mechanism 16, the screw-down location of the rolling mill 11 is adjusted based on the wall-thickness of the tube 12 which is measured with the hot wall-thickness measuring device 14.
