PROBLEM TO BE SOLVED: To provide a film thickness measuring method for a paint film with high reliability independent of the material and surface state of a substrate and to provide a forming method of the paint film easily applicable to this measuring method. SOLUTION: A substrate material 3 made of a nonmagnetic metal film is stuck on a substrate face 2, then the paint film 9 is formed on the substrate material 3 by this forming method of the paint film in forming the paint film made of a paint, a coating material, and a paint film waterproof material or the like on the substrate face 2. The distance from the surface of the paint film 9 to the nonmagnetic metal film is measured with an eddy current type film thickness gauge by this film thickness measuring method for the paint film.
