PROBLEM TO BE SOLVED: To provide a method for issuing an IC card capable of performing smooth data transfer in an actual card issuing stage. SOLUTION: In an IC card issuing system constituted of a host device, an individual data generating device, and an IC card issuing device, the host device generates individual identification information for the inputted issue scheduled number, and transmits the individual identification information and an individual data generation instruction to the individual data generating device, and the individual data generating device which receives the individual identification information and the individual data generation instruction generates individual data based on the individual data generation instruction and the individual identification information, and transmits the individual data to the host device. This processing is repeated for the number of the individual information so that the individual data for the issue scheduled number can be generated. Then, the host device successively transmits the generated individual data to the IC card issuing device, and the IC card issuing device which receives the individual data prepares issue data including the received individual data, and writes the issue data in an IC card to be issued. |
