PROBLEM TO BE SOLVED: To provide a channel assignment method and device that can efficiently assign channels in the case that incoming/outgoing channel assignments are intermingled. SOLUTION: Incoming/outgoing priority ranking tables with respect to all slots are individually managed, the priority of outgoing channels is updated even in the case of assignment of incoming channels, and the priority of incoming channels is updated even in the case of assignment of outgoing channels so as to increase update frequency of the priority.
