PROBLEM TO BE SOLVED: To reduce the price of an operation state reporting system and to improve the maintenance of the system by utilizing a general mobile communication system. SOLUTION: Respective PHS base stations CS1 to CSn are arranged in respective bus stops B1 to Bn, and when a certain bus enters into a radio area formed by these base stations CS1 to CSn, mobile communication terminals MS1, MS2 or MS3 loaded on the bus acquire the CS-ID of the PHS base station in the entered radio area, detects received electric field strength and the PUS base station repeats the CS-IS and the detection value of the received electric field strength and transfers the repeated data to an operation management server SV. The server SV detects the position of the bus on the basis of the CS-ID, updates the contents of an operation state data base 92, prepares operation state reporting information to be reported to respective bus stops on the basis of the updated contents, and transmits the prepared information to the corresponding PHS base station to display the information on a display device 70.
