PROBLEM TO BE SOLVED: To allows the easy file conversion of a plurality of videos stored at a recording medium with an inexpensive device. SOLUTION: Time codes are extracted from reproduced picture recording videos 40 by a time code extracting means 11; the discontinuous positions of the time codes are detected by a discontinuous position detecting means 12; file names to the sets of the frames segmented by the discontinuous positions are formed by a file name forming means 13; the reproduced picture recording videos 40 are converted to digital signals by a digital signal converting means 14 and the picture recording videos 40 converted to the digital signals are stored by each of the frames segmented in the discontinuous positions into an edited video storing means 15 by imparting the file names formed by a file name forming means 13 to the frames.
