PROBLEM TO BE SOLVED: To cut off an over flow without influence of pulsation in a gas meter that leads from an instantaneous flow rate that is discretely measured to an integrating flow rate for a definite time. SOLUTION: A setting means for setting the upper limit value of a dead zone is provided based on one or more kinds of functions from among a statistical function showing the dispersion of the instantaneous flow rate, a function consisting of the differences in the continuous instantaneous flow rates, and a function of a progression consisting of a variation of the instantaneous flow rate per unit time.
