PROBLEM TO BE SOLVED: To provide a ring binder having an actuating lever which ensures the comfortable use of the binder with an anti-slip contrivance and minimizes the transmission of an undesired impact force to be generated by the snap action of a ring when it is opened/closed. SOLUTION: This ring binder comprises an upper plate 12, a pair of turning leaves 26 supported by the upper plate 12, a plurality of rings 28 which are attached to the turning leaves 26 and are movable together with the turning leaves 26 and at least one pivotally movable actuating lever 30 for moving the turning leaves 26 from a first position where the ring 28 is closed to a second position where the ring 28 is opened. The actuating lever 30 has a tab on the upper part including a groove and also has a cushioning member 60 which extends on the tab and surrounds the latter and further, is fixed to the actuating lever 30. The cushioning member 60 includes a tongue part which is housed and stuck in the groove.
