PROBLEM TO BE SOLVED: To provide a paper tube manufacturing device which is capable of continuously manufacturing a paper tube with ease and certainty, even when the paper tube is of a large diameter (especially, the paper tube of such a sectional shape as having a corner part at least at a part) as well as a paper tube manufacturing method using this device. SOLUTION: This paper tube manufacturing device performs the operation to move a rotary shaft forward while rotating it and form a tubular body by helically winding a tape-shaped paper around the surface of the rotary shaft and the operation to stop the rotation of the rotary shaft after it advances to a specified position and move only the rotary shaft backward while checking the return of the tubular body wound around the rotary shaft. In this manufacturing device, the rotary shaft is formed of at least two split bodies obtained by splitting the rotary shaft in the axial direction, each of the split bodies being individually moved forward/backward in the axial direction of the rotary shaft.
