PROBLEM TO BE SOLVED: To improve mode matching between a semiconductor laser and an optical waveguide which are directly combined by satisfactorily confining light into the optical waveguide, in an optical waveguide element directly combined with the semiconductor laser. SOLUTION: In the optical waveguide element 30 wherein the optical waveguide is formed on a substrate 10 consisting of Si or quartz and the semiconductor laser is directly combined to the end surface of the optical waveguide, the core 13 of the optical waveguide is formed of material having the refractive index of 1.75 to 2.7.
